El Presidente has returned, with an add-on pack for Tropico 3 and another healthy dose of political satire. Tropico 3: Absolute Power doesn’t make any questionable claims about being innovative. Instead, the Tropico expansion pack fills-out and extends the gameplay found in the original. There are new missions, new buildings, a new faction, new edicts, new landmarks and a more complete, and offbeat, set of tasks. Taken together they provide a welcome upgrade, which does exactly what it claims to do.
At heart, Tropico 3 is simply a well-made but standard Sim. It’s the humour, including plenty of political satire, which makes the game stand out from the crowd. That and the stark contrast between the tropical landscape and the lives led by those who live there.
Absolute Power may not alter Tropico 3′s presentation or gameplay in any particularly significant ways, but it does improve the construction and management options.
